| dc.description | This paper analyzes public safety from a conceptual duality: on one hand, as a human dimension; on the other hand as an intrinsic dimension of State authority. Following a documental approach - descriptive and based on the principles issued by security experts- the study provides a binomial between human rights and public safety. Finally, by comparing the approach proposed here and the tasks performed by the Mexican government, it concludes that security must be more than police and patrols, and obviously have distinct features from the military and warfare. | - |
| dc.description | En este trabajo se analiza la seguridad pública desde una dualidad conceptual. Por un lado, una dimensión humana; por el otro, una dimensión intrínseca a la potestad del Estado. Siguiendo una metodología documental – descriptiva y sobre la base de los postulados emitidos por especialistas en seguridad se traza un binomio entre derechos humanos y seguridad pública. El proceso de contraste entre el enfoque aquí propuesto y las tareas desarrolladas por el Estado mexicano, permitieron concluir que la seguridad debe ser algo más que policías y patrullas y, evidentemente, como algo distinto al ejército y la guerra. | - |
