Description: This article aims to analyze how the collective bargaining came about in the enterprises that placed collective work contracts (CWC) at the Junta Federal de ConciliaciÛn y Arbitraje (Federal Meeting of Conciliation and Arbitrage), during the time Zedillo was President, taking as a starting point the political speech on labor flexibility at the beginning of the eighties. Such analysis is done from a reinterpretation, from theoretical and empiric references, of the results obtained from the integral revision of 2,494 CWC that made the SecretarÌa del Trabajo y PrevisiÛn Social (Work and Social Forecast Department) from the 1994-2000 period. Somehow, because of the size of the sample used by such dependency and the temporality reached, there is the possibility of translating the results to assume how the policies were on labor flexibility at the time of collective hiring that were implemented nationally during the time Zedillo was President.
